Key rules from the Oregon handbook
These numbers come straight from the official handbook. Each one is also a question in our tests.
Getting your permit and license
- You can apply for a learner's permit at 15 years old.
- Hold the permit at least 6 months before the road test.
- 100 hours of supervised driving are required, or 50 hours plus an approved traffic safety education course.
- The supervising driver must be at least 21 years old.
- Minimum liability limits are $25/$50/$20 (thousand).
- The property-damage threshold for reporting a crash is $2,500 (see the handbook for who receives the report).
- File the collision report within 72 hours.
Rules of the road
- Signal at least 100 feet before you turn or change lanes.
- Inside city limits, do not make a U-turn where traffic from either direction cannot see your vehicle within 500 feet (outside city limits: 1,000 feet).
- On a road divided by an unpaved median or barrier, you must stop only if you are on the same side of the road as the bus.
- Stay at least 500 feet behind a fire truck responding to an alarm.
- Move Over law: change lanes away from the stopped vehicle when safe; if you cannot, slow down.
- If you cannot move over, slow down to at least 5 mph below the posted speed limit.
- Fines for speeding in work zones can be doubled.
- Left on red is allowed (after stopping and yielding) from a two-way or one-way road onto a one-way road — never onto a two-way road.
- Inside city limits: 500 feet; outside city limits: 1,000 feet.
- A safe following distance is 2–4 seconds; above 30 mph use 4 seconds or more.
- Only an unpaved median or barrier separates roads; with a painted median or turn lane, all lanes must stop.
- Hand signals only in daylight with clear visibility of 1,000 feet.
Speed limits
- 20 mph in business districts unless posted otherwise.
- 20 mph in school zones when children are present, unless posted otherwise.
- 25 mph in residential districts unless a sign shows otherwise.

- Alleys and narrow residential roads: 15 mph; business districts and school zones: 20; residential: 25.
- This sign means 20 mph from 7 a.m. to 5 p.m. on any day school is in session. If you are unsure whether it is a school day, slow to 20 mph.

- Do not park within 20 feet of a crosswalk at an intersection.
