What to do

Slow down and be prepared to stop. Obey the flagger's signals and directions just as you would a traffic signal, and do not pass until you are waved through.

Where you see it

Before a work zone where a person with a sign or flag directs traffic.

Test trap

The flagger's directions override normal signs and signals. Do not follow other cars if the flagger has told you to stop.
